Mr. Herman has a long history with environmental regulation in California.  He has handled matters involving fish and wildlife, endangered species, water and air quality, coastal zone permitting and wetlands mitigation.  Tom has experience working with administrative agencies both in rule-making and administrative adjudication.  He was intimately involved in the development of a multi species habitat conservation plan under the state and federal endangered species acts which led to the issuance of incidental take permits.
